NFPA 33’s Recirculation Rule: What “Continuously Monitored” Actually Means

NFPA 33 allows air from a powder coating recovery system to be recirculated back into the workspace, but only under specific conditions: particulate concentration has to be reduced to a level considered safe for occupational exposure, and the filtration system has to be continuously monitored, with automatic shutdown if it fails. A lot of booths recirculate. Fewer of them can prove the monitoring and shutdown piece actually works.

Recirculation Isn’t Automatically Allowed

It’s easy to read “recirculation permitted” and stop there. The permission is conditional, and the condition is ongoing filtration performance, not a filter that was rated correctly when it was installed. A filtration system that met spec on day one and has been quietly degrading since is not in compliance just because nobody’s noticed yet.

The 100-Foot-Per-Minute Number Most Booths Ignore

For booths using automatic dry filter rolls, NFPA 33 sets a specific trigger: when air velocity through the media drops below 100 linear feet per minute, the system has to advance the filter automatically, or the spray operation has to shut down. That’s a specific, measurable number, and it’s one a lot of operators have never actually verified against their own equipment’s current performance.

Monitoring Without Shutdown Interlocks Doesn’t Count

An alarm that tells someone to go check on the filtration system isn’t the same as an automatic shutdown wired to actual filter performance. NFPA 33’s language is specific about continuous monitoring paired with automatic response, not monitoring paired with a hope that someone’s paying attention when it matters. If your booth’s monitoring stops at a warning light, that’s a gap worth closing before an AHJ walks through and asks to see it work.
